Course Overview

This programme provides specialised training in estate planning, focusing on the use of trusts, wills, estate administration, and the implications of the EU Succession Regulation (Regulation 650/2012 — Brussels IV) for both local and international clients.

The programme examines the legal framework governing trusts, probate, estate and succession in Cyprus, including the Cyprus trust regime, the validity and drafting of trusts and wills, forced heirship rules, probate procedures, and the administration of estates. It further explores cross-border succession issues, applicable law rules, and the role of the European Certificate of Succession (ECS).

Through theoretical analysis, practical examples, and case studies, participants will develop the skills required to design effective estate planning structures, identify legal risks, and advise clients with assets and family interests across multiple jurisdictions.


Training Objectives

Upon completion of the programme, participants will be able to:

  • Describe the legal framework governing trusts in Cyprus, including the Trustees Law, Cap. 193, the International Trusts Law 1992 (Law 69(I)/1992 as amended), and the distinction between local trusts and Cyprus International Trusts (CITs) and caselaw analysis.

  • Explain the formal requirements for a valid will under Cyprus law (Wills and Succession Law, Cap. 195), including the rules relating to forced heirship.

  • Describe the procedures for obtaining Probate and Letters of Administration and the administration of estates in Cyprus.

  • Analyse the jurisdictional and applicable law rules under EU Regulation 650/2012 (Brussels IV) and understand the role and function of the European Certificate of Succession (ECS).

  • Identify situations where conflicts may arise between Regulation 650/2012 and Cyprus domestic law, particularly in relation to forced heirship rules and immovable property.

  • Explain the use of Cyprus International Trusts as estate planning tools for international clients and understand their potential advantages.

  • Recognise estate planning challenges involving clients subject to sanctions regimes or exposed Cyprus trust structures.

  • Select the appropriate estate planning tool (trust, will, or a combination of both) depending on the client’s circumstances, objectives, and applicable jurisdictions.

  • Apply Brussels IV rules to determine the applicable law and assess whether an election of nationality law is beneficial.

  • Design basic estate planning structures for clients holding assets in Cyprus, other EU Member States, or third countries.

  • Identify legal gaps and risks arising from inadequate estate planning, including absence of a will, incorrect choice of applicable law, or failure to consider forced heirship rules.

  • Prepare practical checklists for clients involved in cross-border succession matters.

  • Address cultural and legal differences between jurisdictions when advising clients on estate planning strategies.

  • Recognise when collaboration with professionals from other jurisdictions is required through a co-counsel approach.

  • Appreciate the importance of regularly reviewing estate plans in response to changing regulatory, family, and personal circumstances.

Training Style

The programme adopts an interactive and participatory training approach, combining theoretical knowledge with practical application. The training sessions will be delivered through presentations, guided discussions, analysis of real-life cases, and practical exercises, enabling participants to gain a comprehensive understanding of estate planning principles and their practical application.

Throughout the programme, participants will be encouraged to exchange experiences and actively participate in discussions, connecting the acquired knowledge with the requirements and challenges of their professional environment.

Through practical exercises, case studies, and targeted feedback from the trainer, participants will strengthen their ability to effectively apply the knowledge and skills acquired in their daily professional practice, particularly when advising clients with local and international succession needs.

    Dr. Chrysthia Papacleovoulou is an Assistant Professor of Commercial Law at Open University of Cyprus. She had her LLB-Law from King’s College University of London, an LLM in Anglo-American Law with Commendation from City University London, and her Ph.D. thesis entitled “The Εmerging Global Corporation” from University of London, London Birkbeck College, with scholarship. She is an Honorary Fellow of the Association of Fellows & Legal Scholars of the Centre of International Legal Studies. She is a member of the Society of Trust and Estate Practitioners (STEP). She has taught, inter alia, business law, trust law, company law, tax law, international commercial arbitration and international economic law at private universities in Cyprus and business law at the University of Cyprus. Dr. Papacleovoulou‘s specialisation is on business law and she has given expert legal opinions before the High Court of London and International Arbitration Tribunals. Her research interests are focused on company law, cross-border disputes and the use of tax and corporate structures, trust law and international commercial arbitration with emphasis on Bilateral Investment Treaties Arbitration. She has presented papers at local and international conferences, and has published in international journals and book sections.

  • What is the HRDA?

    The Human Resource Development Authority (HRDA) of Cyprus is a semi-government governmental organisation that supports the development of workforce skills through training and development initiatives. Eligible training programmes approved by the HRDA may qualify for a subsidy, reducing the participation cost for eligible organisations and individuals, subject to the HRDA's terms and conditions.

  • Who is eligible for the HRDA subsidy?

    The HRDA subsidy is available to:

    • Companies registered in Cyprus that are applying for their employees.
    • Unemployed individuals who meet the eligibility requirements (see the FAQ below for required documents).
    • Self-employed individuals registered as self-employed in their ERMIS profile.

    To receive the subsidy, eligible persons must attend at least 75% of the course. 

  • What is ERMIS?

    ERMIS is the online platform of the Human Resource Development Authority (HRDA) of Cyprus, used for managing training programme registrations, participant details, subsidy applications, and attendance records. All participants attending HRDA-approved courses must have an ERMIS profile and use the platform’s attendance register to check in and check out during each course session. https://ermis.anad.org.cy/

  • Is an ERMIS profile required?

    Yes. ALL participants attending HRDA-approved courses must have an ERMIS profile, whether applying for the subsidy or not.

    • Companies applying for the HRDA subsidy for their employees:
    1. The company must have an ERMIS profile as a Legal Entity.
    2. The company must have their Employer role approved on the ERMIS system.
    3. Each participating employee, as well as a company authorised person and the company’s director, must have an ERMIS profile as a Natural Person
    4. The employees' and representatives’ profiles must be linked to the company's ERMIS profile.

  • What documents do unemployed individuals need to apply for the HRDA subsidy?

    When registering for the course through ERMIS, you must upload both of the following documents obtained from the Public Employment Service:

    1. A referral for participation in HRDA Multicompany courses (Παραπεμπτικό για Πολυεπιχειρησιακά Προγράμματα της ΑνΑΔ).
    2. An ES19 form confirming that you were unemployed from at least the course start date.
  • What do self-employed individuals need to do to apply for the HRDA subsidy?

    You must update your ERMIS profile:

    1. Log in to your ERMIS profile and select the Self-employed role from the available roles.
    2. Complete and submit the request.
    3. Once your request has been approved, you can register for courses and apply for the HRDA subsidy as a self-employed individual.

    When submitting your request, you must upload one of the following:

    1. A confirmation letter from the Social Insurance Services confirming acceptance of your registration as a self-employed person.
    2. A Confirmation letter from the Social Insurance Services confirming your self-employed status.
    3. Proof of payment of Social Insurance contributions for the most recent quarter (available through SISnet). 
  • Is the check-in and check-out process in ERMIS mandatory?

    Yes. All participants must log onto the ERMIS system and check onto the attendance register when they join a course session and check out when they leave a course session, as HRDA records attendance.

    To receive the subsidy, eligible persons must attend at least 75% of the course. Check-ins and check-outs reflect actual attendance.
